Rampart audited both of St. Cloud PD's ALPR systems: about 39 Axon Fleet mobile units and 5 Flock Safety stationary cameras at two intersections. Sampled plate reads from both systems showed no unauthorized data elements, and no data was found retained past the 60-day (Axon) or 30-day (Flock) deletion settings. Rampart noted the Axon audit-trail export is an unwieldy concatenated string that's hard to review, and that SCPD's public 'transparency portal' captures most but not all of the elements the public-log-of-use statute requires, though the underlying data exists in the systems. Neither was recorded as an exception. Audit opinion: compliant.

GHOST FINDING — Rampart audited Grand Rapids PD's Axon Fleet ALPR program (16 mobile units, no stationary cameras). A random sample of ALPR data access showed no unauthorized data elements, and no retained data past the 30-day deletion setting. But the report's own narrative says that at the time of the audit, GRPD was 'not proactively generating a public log of use,' though it had the underlying data to produce one on request. Minn. Stat. § 13.824 Subd. 5(a) requires the agency to maintain that public log, not just be able to produce it if asked. That gap was described but never recorded as a finding or exception; the audit still concluded GRPD was substantially compliant. Rampart also noted that only three senior officers can audit or export ALPR data, and recommended GRPD start periodic internal access reviews, since none were happening yet.
