A one-page report from FRSecure LLC, dated December 5, 2017, walking five areas: logs maintained with the required data elements, data classified appropriately with no reclassification requests, ALPR use limited to patrol assistance with no disclosure requests, 60-day retention with no extension requests, and access permissions verified by sampling. Conclusion: "The City of Duluth Police Department has taken and currently maintains reasonable and appropriate security measures." No exceptions, no recommendations, no ghost-finding language. The report does not name the ALPR vendor, the camera count, the fieldwork date, or the period audited.

HOW IT WAS MISSED, and why this matters beyond Duluth: the row was cleared on 2026-08-13 after enumerating LRL's mandates_search results filtered to statute 13.824 (61 rows).
