Audit of Moorhead PD's ALPR practices (one mobile squad-car-mounted 3M BOSS unit, operational since Nov. 2014) found full compliance with Minn. Stat. 13.824. Auditor's conclusion: "LEADS Consulting finds the Moorhead Police Department ALPR Practices to be in compliance with Minnesota Statute 13.824." Auditor sampled 130 of 6,357 recent (60-day) reads plus all 53 recent hotlist hits, against total system history of 603,205 reads / 5,652 hits since 2014; confirmed no data retained beyond the 60-day non-investigative limit. Narrative also notes data-quality noise unrelated to compliance (12 false reads from bumper stickers/signs, 15 misreads from a 'Harvest Church' sign, 2 duplicate hits) but records no formal exceptions or recommendations.

Report itself dated/fieldwork March 2018 but filed in LRL's 2020 mandated-reports folder — a multi-year filing lag; Filing Year field left blank because the select only offers 2024-2027 (recommend adding a 2020 option, or a general pre-2024 option, to the Filing Year field). Auditor LEADS Consulting is headed by Bob Fletcher, former (and current, as of a later election) Ramsey County Sheriff -- LE Background checked per project convention for auditors with LE principals. IMPORTANT CAVEAT: this audit covers Moorhead PD's now-superseded single-unit 3M BOSS ALPR system. The department has since adopted Flock Safety cameras (per a July 2025 city news release); no audit has been located for the new Flock system, and one likely isn't due until ~2027. Recommend re-searching this agency in 2027 for a Flock-system audit.
