PROVENANCE CORRECTED 2026-08-27: the source is House Session Daily story 13071, "Lawmakers seek clarity on 'inadequate' license plate reader, body camera audits," by Ricky Campbell, published March 8, 2018 — not a recent story. The story reads: "The company in charge of looking over the Shakopee Police Department's license plate data collection produced a recent report five pages long, plus a four-page appendix. A different company hired by the Golden Valley Police Department, tasked with the same job, produced a two-page report." Three consequences: 1. The Golden Valley two-page audit dates to roughly 2017 or early 2018 — the first biennial cycle under 13.824 — not the current one. Search the 2017 and 2018 LRL mandated folders (leg.mn.gov/docs/2018/Mandated/18xxxx.pdf), not 2026. 2. The Shakopee report named in that story is the 2017-18 audit, NOT our 2026 row (LRL 261013, Lembcke). Do not conflate them; Golden Valley's auditor is a different, still-unnamed firm. 3. Report Pages = 2 comes from this press account, not from the report itself. Treat as secondary sourcing until the PDF is in hand. Search run 2026-08-27 came up empty: LRL/leg.mn.gov dorks for 2018 Golden Valley ALPR docs, goldenvalleymn.gov document center (robots-blocked), and the city's Crime Statistics & Police Policies page all returned nothing. The MN Dept. of Administration ALPR page (mn.gov/admin/data-practices/data/types/lawenforcement/alpr/) publishes the audit requirements but hosts NO index or roster of submitted audit summaries — worth noting as a transparency gap in its own right, and a FOIA target: request the Commissioner of Administration's file of ALPR audit summaries received under 13.824 subd. 6. OPEN QUESTION worth its own row: Golden Valley is on the BCA LPR list and no audit has been located for any cycle since 2018. If none exists, that is a multi-cycle filing gap, not just a missing PDF.
