Affirmative statements include that ALPR data "is only accessible to persons who have completed department approved training and whose work assignment reasonably requires access," that the department "does not monitor or track individuals...using ALPR, nor have they applied for a warrant to do so," and that it "has had no breaches of security." No prior Albert Lea row existed, placeholder or otherwise. Verified: LRL doc 210879 resolves, the letterhead names Albert Lea Police Department, and the report cites Minn. Stat. 13.824 — not the 13.825/626.8473 body-worn camera statute. Dates: fieldwork 2021-06-11 recorded as Audit Conducted Date; the auditor's report date is 2021-10-02 and is deliberately NOT used (Lembcke reports carry both; the Roseville correction established fieldwork as the field's meaning).
