How do sanctuary jurisdictions bypass PSDEX restrictions?

Several cities that have declared themselves sanctuary jurisdictions still appear in PSDEX contributor lists via regional consortiums. Mechanism unclear — whether through state-level contracts that preempt local policy, or through shared consortium agreements individual agencies can't opt out of.
