Immigration Enforcement

ICEJAM

Did your phone, camera or connection die when ICE showed up?

People filming immigration arrests keep describing the same thing. Full bars one minute, “No Service” the next. A livestream that freezes. A doorbell camera that drops offline while agents are on the block, then everything comes back after they leave.

ICEJAM collects those accounts in one place so the pattern can be checked, counted and put in front of people who can act on it. It takes about five minutes. You do not have to give your name.

Why this matters

Under federal law, the public and state and local police cannot operate signal jammers. Federal agencies can be authorized to use them only in narrow circumstances. Nobody outside the government knows how often that happens around immigration enforcement.

Not every outage is jamming. Crowded cell towers, dead zones and app bugs cause drops too. Details like whether people nearby lost service and when it came back help us tell the difference, so answer what you can and skip what you don’t know.

Where your report goes

  • Into a private database run by FinePrint. Your contact details, if you give any, are stored separately from your report and are never published or shared.
  • We share reports with digital rights, privacy and immigrant advocacy organizations. Every credible, detailed report goes to at least two digital privacy or media organizations.
  • Anonymized reports and summary numbers may be sent to the FCC or published on FinePrint.
  • If you agree, we may contact you for more details. Depending on how serious the report is, we may suggest specific researchers, journalists or regulators you could talk to.

Journalists and advocates who want access to reports can contact tips@fineprint.report.

Before you start

  • This is not an emergency line. If you are in danger, get somewhere safe first.
  • Do not include anyone’s immigration status, including your own. We do not need it.
  • We do not record your IP address or browser details with your report.
  • Use a device you trust. If someone else checks your phone, clear this page from your browser history afterwards.

Screenshots, video and logs

Screenshots, video and logs

Up to 5 files, 3.6 MB each: screenshots, short videos, PDFs or diagnostic logs (.txt, .log, .json).

Photos and screenshots are cleaned in your browser before upload, which removes the location and camera details stored inside them. Videos and logs are sent as they are, and phone videos can contain the place they were recorded. If that worries you, or a file is too big, send it over Signal or Proton after you submit and we will tell you how.
